The hair style is layered and in order to get that rough but perfectly tumbled look a styling pomade was probably used on damp hair. The style's more in the do than in the cut so if you were to show your stylist the picture, he might be able to cut a layered look and you could create this. If your stylist in the past was unable to follow picture guidelines you might consider finding a new stylist. Also, consider if your hair would naturally do this--if your hair is curly for example, you may not be able to precisely achieve this look.
